Recently, the general office of the National Development and Reform Commission and the general office of the Ministry of Industry and Information Technology issued the "Notice on issuing the list of bases for comprehensive utilization of resources". Chenzhou City was included in the list of bases for comprehensive utilization of industrial resources (the second batch). This was the result of Chenzhou City's development of green manufacturing, the promotion of industrial agglomeration, the promotion of high-quality development of the industry of comprehensive utilization of resources, and the practical improvement of the level of comprehensive utilization of resources in recent years.

Since 2012, the energy consumption of added value of industrial enterprises above designated size in Chenzhou has declined by more than 60 percent, the comprehensive utilization rate of industrial solid waste has increased to 80 percent, and the reuse rate of industrial water has increased to 85 percent. Outstanding achievements have been made in circular economy and green manufacturing.

As the second batch of pilot units of circular economy demonstration in China, Yongxing County has become a typical case of developing circular economy. Zixing City has been listed as the provincial circular economy pilot demonstration county (city), Zixing Economic Development Zone, Guiyang Industrial Park and Chenzhou High-tech Zone have been listed as the provincial circular economy pilot demonstration park. Six enterprises, such as Xiongfeng Rare and Precious Metal, Yuteng Nonferrous and Fengyue Environmental Protection, have been identified as the provincial pilot enterprises of circular economy. Gospell and Shunhua Duck industry in Linwu have been recognized as provincial green factories, and Gospell has been listed in the green creation plan of the Ministry of Industry and Information Technology.
